We Are Our Members

Founded in 1974 by a small group of Utah cities, towns, counties, and special service districts, the Trust was created to pool resources and provide stable, cost-effective protection.

Today, we serve more than 650 public entities across the state — united by shared responsibility, shared strength, and a commitment to protecting the communities we serve.

More than five decades later, that shared model continues to deliver long-term stability and financial strength.

We partner with you to strengthen, protect, and improve your organization. Our focus is simple: help you prevent claims whenever possible — and limit liability and cost when they occur. Comprehensive training and risk-focused support are central to that mission.

As a not-for-profit, member-owned insurer, the Trust prioritizes financial stability and reinvests savings to keep premiums sustainable. Members benefit from tailored coverage, experienced guidance, and practical training designed to improve performance and reduce risk.
